The situation in California is particularly bad because desperate California economy. Caused in large part to real estate failures. Like it or not community colleges and special ed programs are being squeezed. The best and the brightest are being turned away.

At my daughter's school, students take an assessment test at the beginning of the school year - this establishes a baseline and also serves to indicate areas that need extra teaching. Goals are then set based on the combined results of the assessments. Mid-year, a new assessment is given to measure progress and to determine any new areas for ...
