I agree wholeheartedly with Sandy Stonesifer that overhead isn't the only metric for evaluating a non-profit. But the Form 990 is an excellent litmus test: I'm a believer in philanthropy, but I won't make a donation until I've had a chance to peruse the Form 990. Measuring Generosity Non-Monetarily
