''The lowest black IQ averages in the U.S. show up in the South, where the rate of genetic blending is lowest'', as evidence of a genetic link. If there were NO actual genetic effect of race on IQ, and ALL the perceived effect was due to bias in development, wouldn't you still see exactly the same effect?

relevant new flynn article
There's a new article by James Flynn (of Flynn Effect) in the most recent Scientific American: Mind magazine relevant to this discussion. It's nothing too new, but an interesting summation of idea to explain the Flynn Effect, which then gives some insight regarding IQ variance between groups.
