Doesn't really explain anything
I don't see how knowing that the idea has been around for 200 years helps me understand anything better, nor does it help me understand why this theory is wrong. I believe that form is on the U.S. Marshals website -- and many others -- because in certain cases it is the Marshals' responsibility to submit it to the prosecutor.
