Do you really think that BinLaden and Al Qaeda would have spent all the time, money and resources on attacking the US because of the Lewinsky affair?
Here's a little history lesson for you. Russia invaded Afghanistan and the US supplied arms to the Mujahadeen who defeated the Russians and soon installed a state based on strict adherence to Muslim law.
Meanwhile the US supplied weapons to Saddam Hussein in his war with Iran. When he invaded Kuwait afetr the US basically said we would not interfere; Bush's father quickly declared war on our former friend (his poll numbers were low) but at least he stopped short of toppling the government like his half-wit son.
It's also likely that the Saudis urged US action against Iraq fearing an invasion of their own nation. Fellow Saudi and Mujahadeen freedom fighter Bin Laden offered to bring his troops home and defend his homeland but the Saudis told him no thanks, we'll use the Americans who, to Bin Laden at least were infedels defiling this "holy land." Bin Laden stayed in Afghanistan and planned revenge against the US. Clinton sent a cruise missile to Afghanistan to get Bin Laden even though he was told this was a bad political idea at the time (there was a stained blue dress and rabid Republicans screaming for impeachment) but Clinton did it anyway because it was the right thing to do.
2000 came and Bush was elected. Clinton's outgoing national security adviser warned that Al Qaeda and terrorism were the number one threat to the US but right after he was done the new national security adviser, Condi Rice, came on and said that Iraq was the biggest threat to US security.
Richard Clarke begged Bush to listen to him about the threat posed by Al Qaeda but was ignored. There was even a memo in August 2001 saying "bin Laden plans to strike US" and this was also ignored.
9/11 happened and, to his credit, Bush did respond by attacking Afghanistan but then he diverted most of the troops to Iraq which, after all had lots of oil unlike Afghanistan. The half measures in Afghanistan and the destruction of Iraq have led to a resurgent Taliban and a fertile terrorist recruiting ground in both countries.
Bin Laden couldn't have scripted it better.
