Would the US be better of if Cheney wasn't VP?

Fein's answer is obviously "yes", and I agree with him.
But Fein's article argues that Cheney should be impeached and whether Cheney should be impeached is a different question than whether or not the US would be better of if Cheney wasn't the VP.
It is much harder to make a case that Cheney should be impeached than that he has been a key element in a very bad administration.
Without some sort of obvious, significant and undeniable criminal act a Cheney impeachment will drag on for longer than the time he has in office and is likely not to result in his conviction.
Fein lists lots of bad things that Cheney is responsible for and some of them were potentially illegal. Unfortunately not one of them equals an obvious, significant and undeniable transgression to a partisan and there are enough Republican partisans in the senate to essentially preclude the possibility of an impeachment that results in the conviction of Cheney based on Fein's list.
There are arguments to be made for a system that would allow for the early termination of an administration run amok like the Bush administration. The US doesn't have such a system and if Bush and Cheney are to be removed from office before the end of their term it would be necessary to change the US system with regard to the removal of the president. This seems wildly unlikely to happen so, like it or not, the best hope of an American citizen right now is that Bush/Cheney will end without some sort of last minute radical, disastrous action.
