you have 3 or more people. Small towns have it (think "Our Town" or "Winesburg, Ohio" in fiction for a couple of examples Read Huckelberry Finn to see snobbery in a very small place). Harry Truman's mother never thought Harry was good enough for his daughter, even after he was president (Independence, MO was not a large place).
Social standing is very big in small towns. Standing can be based on family, wealth, education (the right frat or sorority at the state U is very important), and other similar factors. Now, if you moved most of those people to Greenwich, CT or Beverly Hills, they wouldn't amount to squat.
Regarding Ark, I knew a couple from Pine Bluff. The couple regarded themselves as quite grand. Outside of Pine Bluff, however, they were pretty small potatoes.
I can very easily imagine what the Huckabees went through (the name sure could not have helped), and I admire them for it. I don't want him to be president, however.
