When the film implies these obstacles may have prevented a horrific killer from having been brought to justice? (e.g. if the search warrant was delivered immediately after the first interrogation of the main suspect, there might have been conclusive proof.) Zodiac is partly about these restrictions but it in no way praises them, and you could argue with much more basis that it actually opposes them by presenting someone outside the system who does a more thorough job than the cops.
