I am not qualified to say if there is a difference in ethnic intelligence; I can only state personal anecdotal experience but I am a member of an ethnic group which is not at the top level according to this article. Within my own ethnic group intelligence varies, of course, but over time we get a sense of the intellect of those in our own group. Some years ago, due to a job assignment, I was transferred to another part of the world where a so-called "higher intellectual tier" culture dominates. What I found in not such a long period of time was that I lived with people who generally had an extremely sharp intellect. I think what brought his to my attention most clearly was in dealing with merchants and sidewalk sales people whom we would classify as peasants. Within this lower socio-economic group there was no doubt in my mind the majority of people were more intelligent than the lower socio-economic groups here in the United States. Of course, none of this ever would apply to single individuals. We will find a genius anywhere and a person suffering from mental retardation anywhere; I am talking about the general sense one discerns from day to day dealings with other people. I realize I am not the dumbest nor the smartest within my own ethnic group but I am not insulted that I am what I am, that I am not a member of the most intelligent race or ethnic group. Life is what it is; we are to make the most of it and when possible assist others in making the most of their lives and circumstances. I hope someday a "true" test can be developed; this is a most interesting subject I think. It might explain much about the course of history and the course we all need to take in the future for the benefit of all mankind.
