In my opinion, the stimulus package was too modest. It got trimmed by the decision to require 60 votes for Senate passage in a futile search for bipartisanship. That allowed Specter, Collins and Snowe to insist on a package that many economist warned would be insufficient. Now, it will be much more difficult to go back and ask for additional stimulus money because the administration argued that $787bn was just right, unemployment would top at 8%, and because deficit hawk arguments are striking a loud receptive chord with elite opinion if not the public. Cutting back federal spending is bad economic policy in the current recession because no one else IS spending! Democrats need to stop seeking Republican support at the cost of effective legislation. If necessary, Democrats need to use reconciliation to pass legislation. The Republicans did not hesitate to do so in 2001 and 2003.
