Season 3: Rise of California?

Whatever happened to Weiner's disclosure that an important theme of season 3 would be the rise of California and the west coast and the relative decline of New York City? Don made one reference to this briefly in the beginning of the season, but otherwise there has been nothing more developed on this potentially extremely interesting idea. Has it been done so subtly that I missed it?

California did rise at the begining of the season, then it sunk in a shit storm of wild fires, earth quakes, drought, smog, and mud slides.

Tom Hanks and Meg Ryan could play us in a Romantic Comedy. OK, maybe Hanks and Betty White.
