You can take the people out of a country but you can't the country out of the people. Cuba should be open to anyone that needs to visit it. I cannot recall right now of any country that restrict Americans to visit, we are restricted most of the time to visit a foreign country not the way around, unless you have an unrest which obviously should be logical enough not to go.
