The DoD report was pretty clear. The Army met its recruitment goals, and were sucessful in meeting their retention goals. The pdf from the Pentagon was just as clear, although the vast majority of that document is about the quality of their recruits.

If you want to know the answer to things, you ought to ask the right questions. This is an easy one: are there more young men and women entering the Army or not? The only person that has "sowed confusion with an incomplete recruitment report" is this author.
