Just how "pre-" are we talking?

I don't have any profound additions to this article, or enough knowledge to offer any rebuttals... But, the quote above, partnered with my tired and hasty reading had my head spinning for a moment. My silly little mind thought: "So, the US SET-UP two journalists to be arrested, as a gesture to little jonquil Jong-il, only to create a pretext for an 'unofficial' official visit seeking their release?"

- As if the actual gesture was sending and allowing NK to arrest two Americans - not release them.
