Fosset's plane disappearance

The explainer was helpful. However, it leaves out reference to the automated distress signal device known as the Emergency Locater Transmitter (ELT) the FAA requires on civilian aircraft . This raises these questions. If there was a crash, why was the ELT not activated identifying the plane's location? If the plane was not carrying the ELT, or if it was turned off, why would a seasoned and cautious pilot do that? Finally, if there was no crash, why was the ELT not activated manually?

An ELT is optional for non-commercial airplanes under 12,000 lbs. People with Fossett's money usually have one, and it would be wise when taking off over that terrain, but he may not have had one in that particular airplane.
