On the surface, or at least in the stratosphere, this seems like a good idea. However, one thing in the article went completely unaddressed. Thats the law of unintended consequences.

So far I can think of no ecological manipulations that man has attempted where the negative unintended consequences were not less than the positive results hoped for. If i am wrong I hope another reader would expand upon the application.

What are you talking about? The first paragraph in the article is about alterations to the monsoon seasons causing mass starvation through drought.
