The republicans did cooperate with clinton and the democrats and passed NAFTA, GATT and Expanded Trade with China costing America millions of good paying middle class jobs.

But they did not change the tax laws, Clinton faced them down.

They spent a Quarter Billion in resources trying to impeach over a sex issue. That did keep them out of any other fiscal trouble.
