It had nothing to do with Reagan at all. The reason there is MDR is that TB treatment takes MONTHS, and the people who get it are generally poor, often drug addicts. They get *some* treatment, then walk. Voila! now the only bacteria remaining are the stronger ones. Repeat a few thousand times, and you end up with MDR.

Forcing people to complete treatment would have prevented the development of MDR, but now that it's here, the way to stop these people from infecting more people IS to lock them up until they have finished therapy.
