Thats a partisan interpretation. I'm trying to look at it fairly.
Bush has given many great speeches. I would say that he is more inclined to make a mistake than most public speakers, but to say its a "rule" is overstating it. The fact is, if you follow *anyone* around with cameras and reporters 24 hours a day, you will have endless amounts of flubs, errors and mistakes on film. The reaction to it is different depending on who the speaker is. Consider the year of the campaign... Obama and Biden made many gaffs ("57 states," "stand up" to the man in the wheel chair, saying there was TV during the great depression, "redistribute the wealth," mixing up Presidents during the great depression, etc, etc.) but almost nothing was said about it. You pretty much had to be a news junky to see anything about those gaffs.
Another example... "Nucular." A researcher not long ago went through hundreds of speeches from various public speakers over the last 60 years or so. This includes Presidents, Scientists, Lawyers, etc. Nearly all of them - at least part of the time - pronounced nuclear as "Nucular." Nearly every President regularly did it with the exception of only two (Bush Sr and.. I forget who.. maybe Carter?). However, which President is routinely made fun of for saying "Nucular"? Bush alone. The author also noted that Bush often said it correctly. So again, the idea that its a "rule" goes out the window.
