A better world?

Why is the author so sure that a world where genes determine the quality of someone's future is better than one where race determines the quality of someone's future? Can't we easily imagine a future of gene-based social determination that is equally atrocious and reprehensible to other social formations humanity has attempted?

Easily true. However, they'll be discriminating for real reasons instead of imaginary ones. It's an improvement.
