Returned Mail

I know I'm a little off topic, but this is about the mail. If a USPO employee is reading this I would appreciate an answer. If my letter is delivered to the wrong address does the carrier automatically return it to sender if someone writes on the envelope that the addressee is not there? Several years ago I bought a refrigerator and charged it on my American Express Card. After several weeks I was concerned I didn't get the bill from AMEX and called them. I was told the bill had been returned as "addressee unknown." I was charged a late fee and interest for the post office's mistake. I suspect my bill was delivered to the wrong address and that resident wrote"not at this address" on the envelope. When I get someone else's mail in my box, I always write in bold letters DELIVERED TO THE WRONG ADDRESS." Hopefully this will alert the mail person to deliver it to the correct address. Is this the best way to handle the situation in order for the addressee to avoid the problem I had?

Yes, your way is the better way (deliver to wrong address). By writing 'this person doesn't live here', it indicates that it was delivered to the right address and that person doesn't live there. If someone is substituting on that route and doesn't realize that the individual actually lives at the address listed, the mail will be returned.
