He's not so crazy.
Fidel knows your mountain Christian brigades are planning a Protestant invasion just 90 miles northward, at the forward base in Miami (although headquarters is in Virginia Beach). You got your Vatican-based Christian operators at the tip of the Yucatan with their Bay of Pigs satellite imagery and those trusty old from Columbus.
Fidel may look senile for the cameras, but he's "Country First" cagey, in the John McCain sense.
Cuba no longer has has the ability to get kinetic on anybody's ass, even in her own defense. So if Cuba strategically opens up and goes passive-agressive-Christian after Fidel's departure, she will do so Russian-style, with Vlad Putin as the missionary-in-chief.
The rationale is wholly calculated, a bit like Werner von Braun deciding to surrender to the Allied forces. This is warfare by other means. Spiritual warfare.
Fidel's looking after his country and formulating a seamless cover story. Who can plausibly deny access to religious freedom for poor, starving, godless Cuba?
