Three different criteria to consider..

1) No mention of the efficiency of the air conditioner - usually rated in SEER - the higher, the better, in terms of less electricity used - typically, for room AC's, the SEER is around 9.0. AC's suck a lot of power, and this should have been part of the criteria.
2) How is the water from the de-humifier disposed? Through the vent, in a tube to a sink, or in some tray that must be manually emptied? The old window unit's had a hole at the bottom of the unit that dripped water to outside of the window.
3) The units selected were much too powerful for the size of the room - this causes the compressors to cycle off/on more rapidly, instead of just staying on. Also, the bigger the capacity, the more amps are used - in a city apartment where you have limited sockets but still need lights at night, etc..., this could be an issue. Plus the wiring for the apartment might be old, and be getting a little warm from supplying juice to the oversize unit.
