Since (according to the U.S. Constitution) The U.S Senate are the ONLY ones that can Impeach, and have SOLE power in impeachments,

(The Senate shall have the sole Power to try all Impeachments. When sitting for that Purpose, they shall be on Oath or Affirmation. When the President of the United States is tried, the Chief Justice shall preside: And no Person shall be convicted without the Concurrence of two thirds of the Members present.)

And not giving Congress power whatsoever in such proceedings,

Gives the right for congress to take such votes on those proceedings?

You did not read the Constitution properly.

The House Impeaches, and the Senate holds the trial.

Clause 5: The House of Representatives shall chuse their Speaker and other Officers; and shall have the sole Power of Impeachment.
