It's probably moot to raise facts here, but the Republicans did not have control of the Congress 25 years ago. Republicans gained control of the Congress in 1994, 14 years ago, and lost it back to the Democrats two years ago, having control for a total of 12 years.

Before the Republican takeover, the Democrats controlled both houses of Congress for more than 40 years.
