Let's say you've got a patient who has been having all kinds of liver symptoms and you theorize it may be cancer that can be removed surgically. So, you operate on him. Once he's opened up, you find out you were wrong. There is no cancer there. Turns out that operating was a bad idea, and you should have waited until you had stronger evidence of cancer before cracking the guy open. He does have liver symptoms, but they're not the type that surgery makes sense for.
Now, does that mean you should instantly walk away, without bothering to sew the guy up? Of course not. In the same sense, Obama can think that invading Iraq was a bad idea, and that staying there until we've "fixed the problem" isn't wise, without that meaning he thinks we should walk away immediately. No matter how ill-advised an operation, and no matter how unproductive the invasion, you need to take the time for a reasonable exit strategy when you reverse course. 15 months to leave is Obama's idea of such a strategy. He doesn't want to walk away from the patient without even sewing him up.
