Atomic Power - "The Key to Goodwill?"

I must disclose that I am truly a neophyte when it comes to most realities and limitations surrounding Nuclear Power. I like many, only superficially follow the news concerning Korea, Iran, Burma and other pockets of life on earth that seek to avail themselves of it's potential benefits... and yes, I think I also understand the slippery slope on which this medium rests; at least a little. This weekend as I gazed out our livingroom window and marveled at my own picture of nature my ear caught a news quip on the radio that addressed Ahmadinejad's recent visit to New York and touched on Iran's argument towards a right to avail itself of Nuclear Power. Comfortable in the warmth of my robe and slippers and happily sipping from my cup of warm hot chocolate, I guess I softened a bit and considered the fact that maybe they are right. Fear suddenly gripped me again and I was jolted back into the reality of evil of others and the unknown. All the same, I continued to think about the rights of the rest of the world and I began to consider a scenario where we all could benefit. Again, I'm not a scientist nor a politico, and I am not privy to what has and is being proposed behind closed doors or may even be highlighted in public discussion; still here goes. I'm going to just toss my scenario into the wind and see if any of you out there can or will share your thoughts about it.

First... assuming that we're talking about 'electrical power' and not 'weaponary power' when we address Nuclear Energy;

And... assuming that when it comes to creating and maintaining Nuclear Energy, the quantities and measurement of fissionable material necessary for production are known and are somewhat constant;

Then... could those of us that currently possess this technology potentially get together and set up a system where we 'lend' or 'rent' it to developing nations while closely monitoring it's use? It would seem plausible that in this way, developing countries could get the power to grow, they'd save a lot of money, AND we'd get enough control to prevent the use of the technology for nefarious purposes.

Just a thought.... I may be way off base here, but it seems like a possibility.

You're solution would require the nations in question to trust the United states to be responsable for their power generation. bluntly put I don't see that happening
