Per capita spending was highest for Virginia ($14,277)

The three states with the highest per capita social security payments were West Virginia ($3,039), Pennsylvania ($2,581), and Alabama ($2,496).

Typical right wing half truths.

California is the most populous state of the union. Of course it would have the highest spending of federal civillain employees and postal service. That's why we need to look at these statistics using a per-capita measure.
