What does a "wink" mean or connote?

When you wink at somebody it usually means: I'm just kidding or don't take me seriously. A wink from a woman to a man; she is flirting with him or saying I think your'e cute and I'm attracted to you.. A wink can also mean ;There is a hidden meaning in what I'm saying and I hope your'e clever enough to get it. .The expression "to wink at something" means you are avoiding dealing with an embarrassing or difficult situation or else ignoring or looking away from it. Then there is the "nod and the wink" meaning I mean something different than what I'm saying and you and I both know that. A wink means; If I can;t persuade you with my arguments or words, I'll do it by showing you that I really like you and hope you like me.
A wink is completely out of place in a debate. Of course Biden and Palin were not debating each other. They were trying to score points with the viewers. I thought the winks were irritating and condescending.
How would a wink be interpreted if a president winked during a speech to the nation or a State of the Uniion address? He or she might smirk, sigh, laugh at their own wit or cleverness,look serious, angry, elated, or use salan and incorrect grammar, but winks would be out of bounds.
