No, he is saying that when a bill that a Speaker knows needs bipartisan support to pass comes to the floor for a vote, making a partisan pitch that will allow her party's candidates cover for a vote while undermining any credit the other party's candidates get for voting on a bill that will land them in hot water is politically unwise, unless what you are trying to achieve is a failed vote and another partisan finger-pointing effort, in which case the Speaker is a genius. My money's on stupid, not brillianti.
Jeez, are you people calling Reps crybabies really that ignorant as to campaign dynamics? It's one thing to hang your ass in the wind for a positive vote on a bill that you are ambivalent about at best and that your constitutents hate, it's another to do it when the other side is going out of its way to undermine any credit you may get for the vote by saying you caused the mess in the first place, so we Dems can be excused for voting for a bill because we fixed your problem, but you don't deserve any? Don't think for a second she's not pitching a line already focus-grouped by the Dems running for election to open seats this fall.
Contrast's Pelosi's rant with the conciliatory and thoughtful comments of Steny Hoyer, who made the key selling points about the bill without tossing partisan bombs along the way, who thanked key players on both sides of the aisle as well as key administration and agency figures, as a prelude to his point to his colleagues that Congress needs to analyze and fix the problems that caused the meltdown in the first-place. By attempting to build on a spirit of bipartisanship in the bailout legislation, Hoyer was trying to begin the even more difficult task of building a consensus on a new regulatory framework. But Pelosi couldnt be bothered with seeing that far down the road, not when there was a petty opportunity to toss blame.
When the Dems retain Congress this fall, please consider doing the country a favor and promoting your majority leader to Speaker, and sending Pelosi to some place where she can do less damage. No matter how much you get your jollies ranting about Bush, there is a freaking country to run here people.
