By watching the way it was done in India --- yes, by raising awareness of the pressures of overpopulation, and by urging families to not be 'greedy' and take more than their fair share of limited social resources by having too many children --- I think it IS quite possible to have a society where people think having more than a certain # of children is somewhat unethical, and basically being a resource hog.
On the other hand, India didn't start doing that till its population DENSITY was far higher than USA's is today. I drove from upstate New York to Birmingham earlier this summer -- and just driving through all that empty green space made me realize quite clearly why 'overpopulation' remains such a strange concept to americans. Population density here is so much less even that Europe.
Everyone needs to visit India once (or better still, Bangladesh), to see WHAT 'overpopulation' can really look like!
