I agree. The toilets should have the minimum enclosure. They should simply be wooden stalls with no roof (to allow rainfall to cleanse the area; and to be easily hosed down).

In fact, if in Freeway Park, just make them outhouses with no plumbing...just into a septic tank right there.

The problem with facilities is the people who use them for the purpose intended. Not the hookers; not the junkies. Most toilets in public (not a store or restaurant although many of them are not exempt) are just plain disgusting. Today we are seeing more "waterless" toilets which the jury is still out on although they use chemicals. The reason automatic flushing is in disfavor is the quantity of water used. However, the hype of manual cleaning is a joke; it doesn't happen. The lack of cleaning is what makes them so economical. Restaurants underestimate the effect of a patron using a restroom which smells like a barn.
