He is wrong. Any people can self-govern. They just need to understand the principles. How to balance parts of government, how to properly guarantee rights in a fashion that will stand the test of time and how to let go of divisive modes of thinking and unite as a diverse group are three things they need to be able to accomplish. It takes a group that is not so grasping and concentrated on power that they can concentrate on freedom to establish such a government. Those are hard to find.

One requirement is that it not include people that want to be dictator or promote only one group. Bush doesn't qualify.

He is indeed very wrong and with that display of ignorance and racism, it is no wonder Iraq is the quagmire it is. Professing to bring democracy to the middle east, but in truth, he doesn't belive they could.
