I'm usually not one to quibble

over semantics, but as strategy essentially means 'plan' (though most often applied in a competitive context) I find the use of both words in conjuntion to be redundant, although - in a more nuanced context - it has always appeared to me that Mr. Obama has a strategy without a plan and Mr. McCain has a plan without a strategy. As to the significance of this distinction, please refer to the top-post.
