A computer is like any other tool. If you don't know how to use it right, or have not had the teaching needed to use it right. The tool will not be used for what it is intended to be used for. A child that is not taught to use the computer for learning is just going to use it for fun. I was always taught that I need to get my homework done before I can play. Well if you don't teach your children that the computer is for learning first. They will just load a game on it and have a little fun.
