Isn't this just a replay of the defense of marriage act in which repugs paid people to attend marriage classes in the hope they would tie the knot.Wouldn't it be better to provide universal healthcare so that all children and their families can breathe a sigh of relief, quit the two jobs and have enough energy to actually do it a little more often?
