If this instance of wine stewards and waitstaff committing such faux pas is of such high annoyance, why not put an end to it before it starts? Shortly after you are seated, relay to the waitstaff your wishes, and I am most certainly sure they'll be happy to oblige. This transgression that annoys you is not so much the fault of waitstaff as it is the management. If enough diners who share your same annoyance conveyed this to waitstaff before menus are handed out, management would get the hint, and the practise would end.
