Reporters write stories; editors write headlines. Editors are FAR more likely to anticipate the wishes of the newspaper's owners than are reporters, since the latter are reporting facts and are bound by the ethics of their profession to suppress their biases to whatever degree they can. Editors, however, are free to interpret the story as they see fit in framing a headline, since THEY aren't responsible for the facts in it.

Remind me -- who bought the WSJ last year? Oh, THAT'S why the headline supports a right-wing point of view.
