That's the way with governments

If you look at political alliances between governments throughout history, you see pretty much the same thing, especially between tribal chieftans in the absence of effective central authority.

This suggests that our government does not actually govern the ghettos, as the residents of these neighborhoods are unwilling to permit the government to do what is necessary to crush these rebellious insurgencies.

When one faction is willing to kill its enemies, and another faction (e.g. legitimate government) is not willing, guess who wins?

Could you be a slightly bigger drama queen?

Gangs are generally not willing to kill cops. Occasionally it happens, of course, but gang leaders with any sense at all avoid it at all cost. And cops certainly are willing to kill gangsters if they feel threatened. Finally, killing gangsters is rarely necessary -- they can simply be put away, and frequently are.

btw did you know that toxoplasmosis causes a brain chemistry change in mice that makes them less afraid of cat pee smell. true, and a step further off topic.

The article about the video game went into detail about what it's like to navigate gang politics, with the shifting alliances, etc. Maybe I should have quoted a line about that from the article.
