Absentee voter fraud

Your post on the Indiana voter ID law follows the mainstream line of saying that there is little or no fraud in in-person voting, and that all the fraud ib voting occurs by absentee ballot.

Does it not then follow that states should tighten the restrictions on absentee balloting? Some states, especially out West, allow anyone to vote by mail, whether they need to or not. Scholars praise the increase in "turnout" (the word "turnout" hardly seems applicable to something done from home) but they ignore the question of how many additional voters are "turning out" as compared to existing voters getting additional, fraudulent votes.
