An interesting conceit, but there are two major differences between the numbers of new words attributed to Shakespeare in dictionaries and those mashed in the mouth of George W. Bush.
First, we don't actually know how many words Shakespeare invented, since we have no recordings of the speech of his contemporaries. Dictionaries are made up by scouring the printed and manuscript record of what was written down at the time -- so at least some of the words that we find first printed in Shakespeare may well have been invented by someone else, even years before. On the other hand, however, Shakespeare was remarkably inventive in his use of language, so at least a large proportion of the words attributed to him were probably his -- which leads to the second difference.
Shakespeare didn't invent any stupid words because he didn't know the pronunciation or meaning of the words that were already available to him. His coinages invariably enrich, and never debase the language.
