Yes it is. I once did a series of audits on children's aid files. In many files, the women had a child every 4 years, starting about 17. Each child had a different father and in one memorable case, the only thing she could remember about him was that the wore a green hat!
This kept them from having to find a job until they got into their late 40's. Most of the kids were taken away between 10 and 14 - too expensive to feed, I suppose.
There are contraceptives that can be implanted and last for 5 years. These need to be used.
