As an apology for Lewis Libby, this fails. Timothy Noah probably never had a security clearance. Otherwise he would know that (A) you don't discuss things that might even possibly be classified a little and (B) you don't discuss things with people who do not have "a need to know." Anyone with the lowest level of clearance is briefed on this, and signs an oath promising to follow the security guidelines.
