Who would determine if a person was covered by sharia or conventional law? If the child of a devout Muslim rejected their heritage, and were beaten savagely for that, would sharia law cover the father or English law the child? And what's to stop a person "shopping" for the better legal environment based on the crime they're accused of committing?

Aside from the archbishop's idea being legally and morally bankrupt, its simply not possible to implement.
