You can't. It doesn't mean you stop trying, but there are limits to what can be "ensured". The existing parties to the treaty have also not held up their end of the deal. They are supposed to be moving towards total disarmament - however we are currently researching a new generation of nuclear weapons. I am sorry but until all sides follow the treaty, any arguments based on enforcement of the treaty are meaningless. (Personally, as I have explained to you before, I feel that the treaty is a dead man walking. The ability for Pakistan and India, and now North Korea to dodge enforcement to accommodate "Realpolitik" has been the death blow to the treaty. Compounded by the fact that the treaty was always weak on enforcement to begin with make it a done deal in my mind.) Further more even with "total transparency" (whatever that means) to the IAEA it is still possible to conduct build and test nuclear weapons - even without the fuel.
And on top of all of this, the IAEA has stated in its reports (several times) that Iran is in compliance with the NNPT.
