If you're interested in going beyond IQ data as "intelligence" and central to historical achievements, I'd recommend that you read Jared Diamond's book entitled Guns, Germs, and Steel. It will help elucidate the many other factors one needs to consider, not even at the cultural level, but the differences in environments. It's just the tip of the iceburg in explaining how and why things are the way they are.

Your writing indicates that you're understanding of world history, culture, and environment is extremely narrow and deficient. Take a step back from the IQ literature for a moment, leave Rushton to his own devices for awhile, and pick up a book that will open your mind to all the other things that explain the world.
