It's not quantum mechanics, really. The top guys will most likely steal 20-30% of the money and send it to some European banks. Another 30-40% will most likely be payed to the local thugs and used to solidify the PA control, fund the war against Israel, and keep a bunch of murderers and their families happy. The rest will be payed to the government employees of PA, while some small amounts will be given to the crowds on the street.

As you may imagine, this money will fund the corruption and the war - and, amazingly, it will make a lot of European humanitarians feel superior about themselves and their uncompromising pursuit for peace.

It's pretty simple, if you take a bit of time and examine what PA did with the handouts before.
