Libya did not give up its WMD program because of the U.S. invasion of Iraq. Former Assistant Secretary of State Indyk and NSC Director Leverett addressed this in the LA Times and NY Times respectively in 2004. Libya began offering to give up its WMD program in 1999 but the United States wouldn't discuss it until Libya met the conditions of UNSC resolutions 731, 748, and 883 regarding Lockerbie. Although Libya handed over the two suspects in 1999, the U.S. would only agree to a suspension of the sanctions, not their lifting. Protracted negotiations over compensation and accepting responsibility took another four years. Also, it's worth noting that our invasion of Iraq had no relationship to the A.Q. Khan network. Finally, if Libya was "scared straight" by our invasion of Iraq why would they have been secretly importing centrifuge equipment in October 2003, a shipment intercepted and exposed by the U.S.?
