Look at this from another angle too Incog. Let's say that there was a 14 year old in your neighborhood that was busting out everybody's windows. There isn't enough evidence to get the police involved but everybody knows who is doing it. If you went to that parent, asked him to control his kid and he said "oh hell no, that kid is psycho! I'm not doing anything with him." - would that be ok with you? Would you just nod understandingly and not expect him to put his neck out to protect your property?

Or would you demand that psycho or not, he step up to the plate and fix the problem? And if so, what is the difference? Surely a kid damaging people is more in need of an intervention than a kid damaging property?
