The only way you can conflate your contention is by using the Repugnant's talking point of health care as health "tax." Even if the IRS is made responsible for collecting any penalty for failure to purchase insurance doesn't make that penalty a tax. Therefore the failure to pay the penalty isn't subject to the tax code. Just more crap from your "misleading" (i.e. LYING) "Representatives."
